First and foremost we have to state that we as a verifier are independent.
On the other hand we understand that complying with the EU emission trading directives is an additional burden for the aviation industry. In an attempt to minimize the compliance overhead for aircraft operators we feel obligated to share our recommendations of how to best achieve compliance.

Monitoring Plan Creation
-
Use industry specialist advisors to help you with the creation of your monitoring concept. This will ensure that the verifier will spend less time understanding your monitoring concept.
-
The compenent authority will provide feedback on your submitted monitoring plan. Discuss the feedback with your trusted advisors as early as possible; definitely before you beginn your 2010 monitoring.
During the Monitoring Period
-
Keep your monitoring concept updated. Whenever a change in your monitoring approach occurs, make sure this change is reflected in your monitoring concept. The first instance that is reviewed during the verification process is your monitoring concept and any feedback you have received for it from your competent authority.
-
Make sure that you keep a record of the internal controls you have in place. Verification is the search for evidence - and the more seamless documentation of processes and controls you can present the less spotchecking the verifier will have to perform.
Mandatory Reporting (AE, TK)
-
Use off-the-shelf best practice software tools to create your annual emission and tonne kilometre reports instead of collecting data in many separate places and sources.
-
The effort of actual data verification can be minimized if there are is just one single source of information. Furthermore good software packages come with flexible querry and reporting function that will enable the verifier to perform crosschecks on that one single data source.
-
These software packages can be used to create annual emission reports automatically. Automated systems can ease the verification process dramatically because instead of having to browse through multiple reports or piles of paper there is one system which can be querried. We as verifiers require easy to verifiable monitoring concepts as well as up to date monitoring and reporting information to complete the verification process in a timely manner.
